About Us

Our Role

The Fossoway and District Community Council (FDCC) principal role is to represent the views and interests of people throughout the Fossoway district.

We hold regular public meetings at Moubray Hall in Powmill, Crook of Devon Village Hall and Carnbo Village Hall (see our meetings page for the date and venue of each meeting). These meetings give residents an opportunity to hear about local developments, raise issues and contribute to discussions about matters affecting the area.

The FDCC is an independent, volunteer-led community representative body, not a department of Perth and Kinross Council (PKC). We listen to local concerns, gather views, make representations and work with public authorities and other organisations to seek constructive outcomes. We cannot make decisions on behalf of PKC or direct public services, but we can raise concerns, request information, challenge proposals and advocate for our community.

Our work includes:

  • Listening and responding to concerns raised by residents.
  • Corresponding with PKC public bodies and other organisations.
  • Reviewing and commenting on planning applications, taking account of their wider impact and the views of the community.
  • Raising matters involving roads, transport, local facilities, environmental concerns, litter and other public services.
  • Working with community organisations and attending meetings or consultations concerning the district.
  • Supporting initiatives intended to keep our villages vibrant, sustainable and welcoming.

Although the FDCC does not make planning decisions, PKC considers representations from community councils as part of the planning process. Read more in Perth and Kinross Council's Planning Guidance.

People across Fossoway and District may have different opinions, priorities and concerns. Our responsibility is to listen, consider the available information and seek to represent the diversity of views within our community. Where appropriate, we invite feedback, engage with residents and community organisations, or discuss matters at public meetings before agreeing a position.

Governance

The FDCC is made up of eligible local residents who are elected to represent the community. Community councillors serve voluntarily and do not represent political parties.

The Community Council has office-bearers, including a Chair, Secretary and Treasurer, alongside councillors who may take a particular interest in subjects such as planning, transport or community funding.

Our governance is subject to Perth and Kinross Council's Scheme of Establishment for Community Councils. This provides the framework for matters including membership, elections, meetings, conduct, financial administration and accountability. Meetings are open to the public, and residents are encouraged to attend and contribute.

Community councils are voluntary organisations, but they have a recognised role in law to represent their communities. Find out more from Perth and Kinross Council (PKC).

Finance

The FDCC may receive an administrative grant from Perth and Kinross Council to help meet its operating costs. It may also seek grants and other appropriate resources for projects that support the community.

Under Perth and Kinross Council's current scheme, administrative-grant accounts must be independently examined and presented for approval at the Community Council's Annual General Meeting. These accounts must then be submitted to the Council. Money held for other projects or purposes must be accounted for separately.

Financial matters are overseen by the Community Council, with the Treasurer responsible for maintaining the relevant records and reporting to members.

We are committed to openness and accountability. Agendas, meeting minutes and relevant financial information are made available to residents through our web site, subject to appropriate confidentiality and data protection requirements.

Our Work In The Community

Our work reflects the issues and opportunities affecting the Fossoway and district area. Recent areas of interest have included road safety, public transport, planning and development proposals, community facilities, environmental concerns and the preparation of the Local Development Plan 3. We work with residents, community organisations, Perth and Kinross Council, and other bodies to raise awareness, seek improvements and help ensure local views are heard. Also see our Projects page.

Ward Councillors

Fossoway and District is represented on Perth & Kinross Council by the four Kinross-shire ward councillors (Ward 8):

  • David (Dave) Cuthbert
  • Neil Freshwater
  • William (Willie) Robertson
  • Richard Watters

Get Involved

Our meetings are open to everyone. If there is an issue you believe the Community Council should consider - or if you would like to contribute to the life of the area - please come along to a meeting or contact us.

Serving as a community councillor is an opportunity to represent your neighbours, meet people from across the district and make a practical contribution to the place in which you live.

You do not need to be a community councillor to have your say. Everyone is welcome to attend our public meetings, ask questions and share concerns or ideas. Meetings take place at different venues across the area, with time for public questions. You can also contact us between meetings about an issue you would like us to consider.
