7. Close of Annual General Meeting
Part Two – Public Meeting
1. Community Police Report
1.1 Update from Police Scotland and community questions.
1.2 Community Speedwatch – Police Scotland and Portmoak CC have asked each community council to reach a view at its October meeting on whether there is genuine local interest in Speedwatch and whether volunteers would come forward. Vetting submissions are on hold until a firm plan is in place. Milnathort, Glenfarg, Portmoak and Fossoway are the areas involved and a meeting of those councils is being arranged. A single point of contact is requested from each council, as was also asked at the Kinross-shire Committee. For decision: whether FDCC participates, and who acts as point of contact.
2. Approval of Minutes of the Last Meeting
2.1 Minutes of the meeting held on 1st September 2026.
3. Progress and Matters Arising
3.1 Updated list of actions issued with this agenda.
3.2 LDP3 (A36) – A written update was provided to the Kinross-shire Committee on 17 September. Assessment of the call for sites, urban capacity sites and existing LDP2 sites is almost complete, and work continues on the Housing Needs and Demand Assessment, which will confirm the housing requirement; the minimum figure under the MATHLR is 8,700 homes. No decisions have been made. Engagement is expected first in areas where growth is proposed, with dates to follow. A Proposed Plan is intended to go to Full Council at the start of 2027, followed by statutory consultation. A more detailed update is expected at the December Kinross-shire Committee.
3.3 Seamab School – planning permission and conditions (A47) – Permission for 25/01468/FLL was granted on 11 September. FDCC wrote to Development Management on 1 October seeking clarification on how the conditions are being implemented and monitored, given that much of the development was carried out while the application was under consideration. The letter asks about the status and discharge of pre-commencement conditions, the planning status and future use of the former temporary car park, whether the development as built accords with the approved plans, how the permitted hours for the football pitch and zip line will be enforced, how screening and landscaping will be monitored, how residents should report suspected breaches, and whether a site inspection is intended. A written response is awaited. The letter records that private disputes between individual residents and Seamab remain outside FDCC’s remit.
3.4 Horse use of local paths – The Greenspace Ranger replied on 17 September. Access rights extend to horse riding, the concern being riding on wet or soft ground rather than on firm paths. PKC must keep core paths free from obstruction but has the power rather than the duty to maintain them, so maintenance is a matter for negotiation with landowners. The Ranger will check whether any guidance exists on fouling, and has offered to inspect particular routes, to provide advisory signage as used elsewhere, and to meet local equestrian users. For decision: which routes in Crook of Devon and Drum to put forward for inspection, and whether to take up those offers.
3.5 Brief updates on remaining open actions – Crook Moss clean-up programme and the request for community involvement (A1.2); Rumbling Bridge road safety, including the accident and near-miss figures requested (A22); Green Knowes repowering (A15); Nine Acres / Millennium Path (A21).
4. New Business
4.1 Crook of Devon Shop and Post Office – For noting. A member reported that the apparent owner is seeking £45,000 for the business, understood to be goodwill, lease and stock rather than the freehold. The matter has been passed to the Fossoway Development Trust as a possible community project. No FDCC involvement is proposed at this stage.
4.2 Blairingone School – The Kinross-shire Committee was asked to support acquisition of the former school by the Fossoway Development Trust for £1. Outstanding matters include provision of past electrical and asbestos reports. Alternative proposals for the site are reported to have been exhausted, and the building has suffered water ingress, vandalism and significant deterioration. For noting, and for any FDCC support.
5. Consultations
5.1 Draft Visitor Levy Scheme for Perth and Kinross (A48) – The consultation closes on 11 November. Views expressed at the September meeting were against the proposal, on the grounds that the area is not comparable to destinations overrun with visitors and that a charge risks deterring the visitors it seeks to attract. Any report from the Kinross drop-in session on 24 September. For decision: whether FDCC submits a response, who drafts it, and whether to ask for rural community representation on the Visitor Levy Forum.
5.2 Living and Ageing Well in Perth and Kinross (A49) – The Health and Social Care Partnership is developing a ten-year strategy and is seeking views from older people, carers, families, volunteers and anyone with an interest. The survey is open until 31 October, online or by phone on 07415 172 208. A remaining drop-in session is at AK Bell Library, Perth on 8 October, 10:30am to 12:30pm. For decision: whether to publicise locally and whether FDCC responds.
5.3 Green Living Fund 2026 (A20) – Applications closed on 5 October. FDCC is not eligible to apply in its own right, not holding charity status. Following discussion with the Fossoway Development Trust’s paths team, the Trust is submitting a paths proposal. FDCC will work with the Trust on a plan for joint working on the paths group and expects to support through volunteers, including path clearing. Action proposed for closure, with joint working carried forward under A23.
5.4 A977 traffic calming – Crook of Devon, Powmill and Blairingone – Still awaiting a substantive response from PKC to the response submitted on 15 June.
6. Community Council Business
6.1 FDCC website (A29)
- A full draft site has been built and populated, including news and minutes imported from the legacy site, a calendar, meetings, About Us, a newsletter, a blog, useful links and a planning applications section. A sample production page can be seen at www.fdcc.org.uk/news .
- Costs for the domain, hosting and the editing system are covered. Feedback received favours fossowaycc.org.uk as the domain name.
- To complete before launch: confirm the domain name; agree ownership, access and portability arrangements; finalise the About Us text and profile photographs; complete the content review; and agree a launch date.
6.2 Kinross-shire Committee, 17 September – The Chair attended. Area-specific community data has been requested for Fossoway and District, with contact awaited; the committee’s priorities will be decided at its December meeting. Concerns were raised about queuing traffic, the quality of resurfacing at Carnbo and the quality of recent path works at Crook of Devon, all to be followed up with a quality check by the responsible department. An anti-poverty task force was noted as a new area of Council activity. FDCC await follow-up from PKC officers.
6.3 Finance – Small Fund and bank account (A24, A28) – Update on restoring the TSB account for the Small Fund and on the list of funding priorities to be brought back for approval, together with progress on the paperwork adding FDCCllr Bacon as a signatory.
6.4 Fossoway Development Trust (A23) – Paths group joint working plan and volunteer support; Blairingone School acquisition (item 4.2).
6.5 Kinross High School (A7) – Arrangements for students to attend a future meeting to give updates on projects at the school, including possible work with FDCC.
7. PKC Business – Councillors’ Reports
Standing items: recycling facilities in Powmill; roads maintenance; Flood Resilience Grant Scheme; mid-market rental housing; Rumbling Bridge Gorge management plan.
8. Declarations of Interest
The Chair has declared an interest in planning application 26/01347/IPL, her household being a notified neighbour, and will take no part in FDCC’s consideration of that application. Any further interests to be declared before the following item. Chair has declared an interest in the Perth and Kinross visitor levy, as a tourism business owner.
