4. New Business

4.1 Fly-tipping at Fossoway Stables, Drum - Residents report repeated dumping onto their land from an informal roadside lay-by and seek FDCC support in approaching PKC. For decision: whether to support a request for a site assessment and suitable preventative measures, including possible barriers, and who follows up.

5. Consultations

5.1 Draft Visitor Levy Scheme (A48) - Consultation closes on 11 November. Review any further community views and agree the response and submitting member, reflecting October’s decision to respond. The draft must be prepared by a member other than the Chair, who has declared an interest.

5.2 Green Living Fund - Fossoway Core Paths Group’s bid for equipment and volunteer training has reached the public voting stage. Voting is open to Fossoway and wider Kinross-shire Ward residents until 23 November at 23:59; at least 50 votes are required for award eligibility. Agree publicity and support for sharing the voting link. Voting form

5.3 A977 traffic calming - Crook of Devon, Powmill and Blairingone: update on PKC’s response to FDCC’s submission of 15 June. A Crook of Devon resident has requested formal support for an average-speed camera trial and a clear response from the relevant Road Safety Partnership. Concerns include speeding, overtaking, tailgating and an incorrect speed limit displayed by Google Maps, which the resident has reported. For decision: FDCC’s response and follow-up with PKC, police and ward councillors.

5.4 Living and Ageing Well (A49) - Survey closed on 31 October. Note completion of publicity and any feedback.

6. Community Council Business

6.1 FDCC website (A29) - Confirm domain name, proofreading and sign-off, outstanding content and access arrangements, and launch date. October’s agreement was to complete approval within the month and launch before the end of the year.

6.2 Finance - Small Fund and bank account (A24, A28) - Decisions on the two funding applications and progress on funding priorities. Update on opening the Virgin Money club and society account, transferring the TSB balance, settling bills.

6.3 Fossoway Community Development Trust (A23) - Joint meeting confirmed for Tuesday 10 November, 6:00–8:00 pm at Moubray Hall, Powmill. Agree FDCC attendance and discussion priorities, including joint working, the paths group and volunteer recruitment.

6.4 Kinross High School community engagement project (A7) - The Chair has requested three possible dates for an initial school visit in November with one other FDCC member and the two interested students. Agree the second representative and the proposed scope and next steps.

6.5 Sustainability Group (A38) – Next meeting moved to the 26^(th) November – confirm attendance from the FDCC.

6.6 Meeting frequency (A55) - Review the frequency of public meetings and consider any recommendation arising from October’s discussion.

7. PKC Business - Councillors’ Reports

7.1 Road Safety Team Review - Councillor Robertson has requested clearer delivery timetables for road safety requests. PKC has advised of an elected-member briefing on 23 November and proposed submission of the Road Safety Policy to committee in February 2027. Update on implications for outstanding local requests.

7.2 Public service reform - Any response to Councillor Robertson’s request for clarification of the implications for local authorities and community councils.

8. Declarations of Interest

The Chair’s previously declared interests in the Visitor Levy Scheme and 26/01347/IPL are to be recorded as relevant. Graham Pye has indicated a potential interest in 26/01358/FLL and a personal objection to 26/01187/FLL.

9. Planning Matters

9.1 Planning applications

New - for consideration

26/01358/FLL - Retrospective siting of caravan for staff accommodation, Dollar Equestrian, Blairingone. Comments by 6 November. For decision: whether FDCC submits a response and who prepares and submits it. Concerns raised relate to the demonstrated need for accommodation, earlier housing permissions and the removal of the original house from a Section 75 agreement; the planning history requires confirmation.

26/01403/PAA - Agricultural building, Land 70 metres south-east of Dunollie, Fossoway. Resident correspondence raises scale and siting, existing field drainage and flooding, U222 access and vehicle movements, and the agricultural holding served. Willie Thomson has also linked the site to the earlier dwelling proposal 26/00340/IPL. For decision: FDCC’s response, after confirming the notification procedure, response deadline and relevant planning history. Mr Thomson is unable to attend; his correspondence is to be considered.

Responses submitted since the last meeting – for noting

26/01347/IPL - Dwellinghouse in principle, Land 35 metres east of Craigton House, Rumbling Bridge (A52). Neutral comments submitted on 15 October, requesting assessment of the rural building group, infrastructure and drainage, access and core path, and neighbouring amenity. The Chair took no part. Note completion of A52.

26/01187/FLL - Retrospective temporary caravan for staff accommodation, Easter Muirhead, Blairingone. FDCC objection submitted on 25 October, concerning the evidence of essential accommodation need, previous temporary consent and refusal, alternatives and compliance history.

26/01447/FLL - Sustainable urban drainage system, Whinstone Quarry, Devonshaw, Powmill, serving the holiday park approved under 23/00491/FLM. FDCC objection submitted on 29 October, raising wastewater capacity, flood risk, groundwater, long-term maintenance and safety, protected habitats and consistency with the original permission. A resident’s objection has also been received.

Ongoing

26/01097/FLL - Two dwellinghouses, The Watermill, Crook of Devon.

9.2 Planning decisions

26/00882/FLL - Part change of use from studio/office to ancillary accommodation, in retrospect, Acer House, Drum: approved, as notified in October’s planning update. Any further decisions received since circulation.
